We want to enable application defined metrics to be passed by the planner as is to the metrics server.

This will allow us to break down usage by name of the application.

For that we propose to expose metrics through properties

pegasus.metrics.app RNASeq
pegasus.metrics.app.attribute1 value1

The name attribute is implicitly specified by specifying the property
pegasus.metrics.app
