Currently, the clustering module invokes the GridStart/JobWrapper interface to invoke the constituent jobs through Kickstart

However, with the new staging site option this will create problems, as the transfer nodes to the executable workflow are added after the clustering has happened.

All jobs clustered / non clustered / clustered constituents should be gridstarted in the end.
