pegasus-db-admin does not take properties -D on the command line like other pegasus tools

i was trying to do

pegasus-db-admin -Dpegasus.catalog.workflow.url=mysql://USER:PASSWORD@localhost:3306/pegasus create -t workflow

I had to create a separate properties file. with that property.

pegasus-db-admin create --conf pegasus.conf -t workflow
Your database is compatible with Pegasus version: 4.5.1

the behavior for other tools is that property on command line overrides everything.
