The planner ignores the transfer.lite.threads property for PegasusLite jobs. For example, in the conf:

pegasus.transfer.lite.threads = 5

Results in a PegasusLite job with:

pegasus-transfer --threads 1 1>&2 << EOF

It seems like pegasus.transfer.threads works as intended.
