LIGO would like the pegasus dashboard to be run out of apache. For that they would want a WSGI file that they can use with apache.

At the pegasus dashboard end, we will need to have a new Flask context handle that does not do user switching.

LIGO wants to run as root, and they will make there workflow db and submit directories writeable by setting the appropriate umask
