Related to PM-779

For the job checkpoint files support in Pegasus, we need to have a timeout feature in kickstart, that results in a sigterm to be sent to the job before a hard kill signal. This will allow the job to have enough time to create a checkpoint file that can then be transferred back by PegasusLite jobs
