Earlier this year, Sebastien Goasguen student Vikas Patel contributed code to generate a site catalog for the Engage VO on OSG.

This generates a site catalog by querying the OSGMM for Engage VO information.

The purpose of this improvement is to generalize this implementation so that it can be used for other VO's like LIGO
