runtime clustering should use pegasus profile key runtime instead of job.runtime

For 4.1, we want runtime clustering to pick up pegasus profile key runtime instead of job.runtime

job.runtime should be deprecated and a message should be logged if a user has that specified.

if runtime profile key is not associated then we fall back on job.runtime
