PegasusLite wrapped compute jobs to work on local site

      Currentlly the PegasusLite wrapped compute jobs for local site don't work correctly because of the outstanding Condor IO bug.

      For local and scheduler universe jobs, Condor IO is broken. It does not work, and condor redirects the stdout and stderr of jobs to _condor_stdout and _condor_stderr
      In the PegasusLite case, the common shell script file is staged using condor IO to the remote site.

      This item is to explore the feasibility whether we can work around the bug or not.
      This will involve changes to pegasus lite directory creation logic also, as Condor for local universe will run a job in the submit directory ( if initialdir is not specified)
      For pegasus lite case, the jobs are scheduled in condor scratch directory.
