pegasus-run should be able to run the cleanup workflow in the cleanup directory

Right now there is a separate cleanup workflow created in the cleanup directory.

pegasus-run should be able to submit this workflow.
For this workflow, pegasus-run should not launch monitord .

For this the planner should write out a property
pegasus.monitord false in the properties file in the cleanup directory.
