Improvement request from LIGO.

Most of the jobs in the LIGO workflow are standard universe jobs.
However, certain short running jobs are non standard universe jobs and are clustered together

Right now the clustered jobs inherit profiles of the constituent jobs. Which means a standard universe job , when clustered results in a clustered job that is to be run in standard universe.
The clustered jobs can never be run in the standard universe.
Hence it will be useful to see if the planner can detect the condition and make the clustered jobs run in vanilla universe instead.
