Pegasus needs to be updated to use the new clients pegasus-create-dir and pegasus-cleanup
In addition, Pegasus needs to do intelligent placement of the jobs like it does with the transfer jobs.

The jobs should run on the submit host by default, unless users configuration requires that the jobs are executed remotely on the staging site.
