In conjunction with adopting the Linux file system standard, the worker tools are expected to install into /usr/bin et. al. when shipped in an OS vendor package. However, some of the worker tool names potentially clash with existing tools of broader circulation. The most notable potential clash is kickstart. For this reason, all worker tools that used to go into 'bin' require a 'pegasus-' prefix in their executable name.
For 3.2 we want the ctools to have a pegasus prefix.
