Transfers from remote site's scratch location to remote site's storage location are triggered locally instead of remotely.
Transfers are file -> file and should be triggered on the remote end if auxillary local is false, so they can be successful.

Another thing in this submit dir is that the stage in jobs that run locally have "+pegasus_gpus = 1" in the pegasus attributes of the .sub file. (e.g. 00/00/stage_in_local_donut_0_0.sub)
I don't think it's affecting anything at this point but probably this attribute should not appear there.
