planner should get chmod jobs to run locally if compute site has auxiliary.local set

      if a user sets auxiliary.local to true in the site catalog for a compute site, it means that the submit host and compute site share the file system on which the jobs are executed

      in that case, the planner should get the chmod jobs to run in local universe on submit host, similar to the stage-in jobs. this is to prevent the chmod jobs being submitted to the cluster queue
