rework the transfer module in pegasus to use pegasus-transfer for all file transfers

The default transfer implementation should be refer to pegasus-transfer
The default refiner should refer to Bundle

Additionally, the transfer module should look at modules to figure out whether a transfer job needs to run remotely or locally.
