Publish Globus Online statistics to AMQP

      For panorama we want to be able to report statistics from globus-online transfers in an online manner.

      To satisfy this we have to extend pegasus-transfer and pegasus-globus-online
      to support publishing statistics from Globus Online service to an AMQP endpoint.
