improve performance for inserts into database replica catalog

      I'm registering about 28,000 files in my workflow, but it seems to be taking a long time. Under 4.5 it was taking about 20 minutes; currently with 4.6 I have 2 registration jobs each of which has been running for almost 2 hours. Should registration be a lot slower now?
