condor_dagman stuck in queue

dagman job gets stuck in condor_q in the following scenario.

1. Scratch dir is the same as submit dir.
2. Last node cleanup is enabled.

Possible solution:

(Mats) Planner should raise an exception when scratch directory is the same as submit directory.

OR

Disable clean up job when scratch directory is the same as submit directory.
