The site catalog requires the <head-fs> entry, but does not require a <worker-fs> entry. Some cloud setups do not have a head-fs and only a worker-fs. Additionally, these cloud setups would argue for a <local> sub-element, not a <shared> sub-element. There is nothing shared at all.
