Per Renette the compute environments from Batch backend are not deleted reliably

in my previous testing, from what I remember, I seen it take up to 55 seconds for the compute environment to be disabled. I can re-enable this code and run more tests to be sure. This web page, https://ec2spotworkshops.com/rendering-with-batch/cleanup.html, states that it can take up to 120 seconds.
