Starting HTCondor 10.4.0 release https://opensciencegrid.atlassian.net/browse/HTCONDOR-1580 condor_submit_dag no longer sets getenv=True in the generated *dag.condor.sub file. As a result, even variables like $HOME etc are not passed, which is breaking pegasus monitoring.

Overall, this is the right setting w.r.t dagman. Pegasus should make sure the environment variables it needs are passed down to dag.condor.sub file.
