planner throws null pointer exception when invalid staging site is given

In some cases, when an invalid staging site is given (when setting the --staging-sites flag), the planner will thrown a null pointer exception instead of an error message indicating where the problem came from.

One example of this is provided in the attached nullptr-exception-pegasus.tar.gz. Run workflow.py.
