Scratch dir GET/PUT operations get overridden

      The GET operation of the scratch location for intermediate files is broken.
      In this example the GET and PUT ops are using http:// and scp:// respectively, but in the pegasuslite script it is picked up as file://

      I have tasted with pegasus stable (5.0.0) and it is working fine, but it's broken in master and 5.0.1dev

      To replicate untar the attached file in a scratch folder and run the plan.sh
      Then check the pegasuslite scripts for one of the hpo_* jobs.
