for SubWorkflow jobs, the planner argument, --force, isn't being set

When running the hierarchical workflow in the attached submit directory, I had not set --force in the SubWorkflow job, which caused the workflow to fail. The issue was that one of my jobs weren't running because of the data reuse. The attached screenshot illustrates the workflow I was trying to run. Relates to https://jira.isi.edu/browse/PM-1765
