LIGO reported that their create dir jobs repeatedly fail, because of proxy not being picked up correctly.

This is related to following condor ticket

The issue is how MOUNT_UNDER_SCRATCH[1] behaves with Condor 8.8. The
default value works fine on 8.6 but when we upgraded to 8.8, MOUNT_UNDER_SCRATCH is set by default to /tmp,/var/tmp

Because of this remaps pegasus-transfer is unable to pick up the right absolute path for the proxy
