HTCondor 8.8.0/8.8.1 remaps /tmp, and can break access to x509 credentials

Condor team says: In HTCondor 8.8.0 we changed the default for mount under scratch to /tmp,/var/tmp. It has caused problems with some local universe jobs. We will disable mount under scratch for local universe jobs in 8.8.2: https://htcondor-wiki.cs.wisc.edu/index.cgi/tktview?tn=6920

One question is if we should transfer credentials, even in local universe.

At the minimum, we will do a better credential check in pegasus-transfer to at least highlight the issue to the user.
