pegasus plan should be able to create site scratch directories with unique names

      The StashCache caches are WORM drives, so if a user writes a file to StashCache more than once, the contents don't change.

      It would be helpful if Pegasus could use uuidgen so that the directories created under site scratch have a globally unique name. That will help prevent collisions in the StashCache namespace.
