currently a workflow fails at runtime ( in the case of integrity checks turned on) if the user has not populated the Replica Catalog with checksums .

We need to update the planner to
1) not add the integrity check invocations for raw input files, if they don't have checksums populated in the RC
2) add extra jobs to the workflow that will compute the checksum
