For 4.8, the planner should update the transfer refiners to compute default number of transfer jobs based on the number of compute jobs at a level of the workflow.

Additionally, should create default values for categories for the stage-in, stage-out and cleanup jobs. Should be set to 10 for stage in and stage out and 4 for cleanup.
