Currently, if a user specifies only
--relative-submit-dir option it is also is used to set the remote directory on the staging site.

Updated behavior should be
--relative-dir if only that is specified, then applies to both the submit directory and staging site directory
--relative-submit-dir only applies to submit directory and overrides the relative dir option if both relative-dir and relative submit dir are specified.
