Move to relative paths in dagman and condor submit files

we should move to relative paths in the dagman.dag files and condor submit files, for paths that are required for monitoring.

this will make monitord replay mode easier, and lead to smaller .dag files, especially with deep directory structures implemented as part of PM-833
