I don't know what is going on with worker package staging. It doesn't seem to be doing sensible stuff.

Environment: 4.7.0panorama (basically same as 4.7.0), split tutorial workflow, in condorio mode, running on my laptop, which is Mac OS X

What I am seeing: planner adds proper worker package to submit dir, worker package staging job downloads RHEL worker package to submit dir, compute job tries to download worker package from download server and fails because it doesn't find it.

So, I have a worker package that should work, but it downloads another one for the wrong OS, then it tries to download yet another one that doesn't exist.
