      This is to replace a previously deleted issue.

      For the 4.6.0 release, pegasus-db-admin should have an option to query the dashboard database, and get a list of all completed workflows, and use that to upgrade the workflow databases.

      this is important, else the 4.6.0 upgrade will result in users not being able to access their earlier runs from the dashboard
