Use local universe for auxiliary jobs in glite/blahp mode

      In the glite/blahp mode using direct PBS/LSF/SGE/etc submission, we could run auxiliary jobs such as create dir and cleanup in the local universe. It would be better if we used local universe because the queue times can be long, which is particularly annoying with lots of cleanup jobs.
